Zone Zero Regulations Have Been Approved

On August 19, 2026, the CA Board of Forestry and Fire Protection approved the final draft of new statewide Zone 0 regulations. The action advances requirements for creating an ember-resistant area within the first five feet (Zone 0) of homes and other structures. The regulations must still complete the state's formal rulemaking process before taking effect.

The requirements will apply to properties in State Responsibility Areas and Very High Fire Hazard Severity Zones within Local Responsibility Areas. The proposed rule emphasizes education, assistance and measurable progress rather than immediate full compliance for existing properties.

Existing properties within three years: Property owners will be required to remove combustible materials such as firewood, leaves, wood mulch and wood chips from the first five feet around structures. Trees will need to be properly maintained, while roofs and gutters must remain clear of combustible debris.

Existing properties within five years: Local fire authorities will establish timelines for creating vegetation-free safety areas beneath eaves and near other vulnerable parts of homes. Additional improvements may include replacing or modifying existing combustible gates, fences, sheds, etc. within Zone 0.

Residents should not interpret these actions as a requirement to immediately remove all vegetation within five feet of their homes. Additional guidance will be provided after the regulations are formally adopted.

Property owners can begin reducing wildfire risk now by clearing leaves and debris, moving firewood away from structures, maintaining nearby vegetation and replacing combustible material closest to their homes.

Impact on Westlake Hills

Roughly three-fourths of Westlake Hills is now zoned very high risk, which means these new regulations will apply to most of our community.
